1. Introduction

The New River Gorge Regional Development Authority (NRGRDA) is seeking proposals from qualified engineering and construction firms to provide design, engineering, and construction services for the development of an industrial access road in Raleigh County, West Virginia. This project is funded under the West Virginia Industrial Access Road Program and is subject to procurement guidelines in compliance with WV Code §5G-1-1. 

2. Project Description

The proposed industrial access road will serve as access to a facility construction project. The project involves approximately 2,973 feet of new roadway within the Southern Industrial Drive Industrial Park in Beaver, WV. This project is road construction only and does not include utility extension. The estimated budget for this project is $750,000.00 and is funded with WV DOH Industrial Access Road and private funding. Upon completion, the road will be owned and maintained by the West Virginia Division of Highways (WVDOH). 

3. Scope of Services

Phase I: Design and Engineering Services 

Preliminary Design: 

  • Conduct topographic surveys and geotechnical investigations. 
  • Develop preliminary design plans in compliance with WVDOH standards. 

Final Design: 

  • Prepare detailed engineering drawings, specifications, and cost estimates. 
  • Ensure design compliance with state and federal regulations, including environmental permitting. 

Coordination: 

  • Collaborate with WVDOH and other stakeholders to ensure project requirements are met. 
  • Provide right-of-way acquisition support as necessary. 

Bid Package Preparation: 

  • Develop bid documents and assist in contractor selection. 

 Phase II: Construction Services 

Construction Administration: 

  • Oversee construction activities to ensure adherence to approved plans and specifications. 
  • Provide regular progress reports and updates to NRGRDA. 

Quality Assurance: 

  • Conduct site inspections and testing to ensure construction quality. 
  • Address field changes or unforeseen conditions promptly. 

Project Closeout: 

  • Prepare final as-built drawings and documentation. 
  • Ensure compliance with WVDOH requirements for road transfer. 

 

4. Submission Requirements

Firms responding to this RFP must include the following: 

Letter of Interest: 

  • Highlight experience with similar projects and familiarity with WV Code §5G-1-1 requirements. 

Qualifications: 

  • Resumes of key personnel. 
  • Examples of relevant past projects. 

Technical Proposal: 

  • Detailed approach to fulfilling the scope of work. 
  • Timeline for each phase of the project. 

Cost Proposal: 

  • Itemized breakdown of fees for design, engineering, and construction services. 

References: 

  • Contact information for at least three references from similar projects. 

 

5. Evaluation Criteria

Proposals will be evaluated based on the following criteria: 

  • Experience and qualifications of the firm and team (30%). 
  • Technical approach and understanding of the project (30%). 
  • Cost effectiveness (20%). 
  • Past performance and references (20%).

7. Terms and Conditions

NRGRDA reserves the right to accept or reject any or all proposals. 

The selected firm must comply with WV Code §5G-1-1 procurement requirements. 

All costs associated with proposal preparation are the responsibility of the submitting firm. 

The selected firm will enter into a contract with NRGRDA for the described services.
