A thriving economy depends on housing that meets the needs of workers, families, and businesses. Without adequate housing options, it’s harder to attract and retain employees, support entrepreneurs, and revitalize communities.
Although there is no single solution to our region’s housing challenges, we can develop data-driven strategic approaches—like returning underutilized properties to productive use and expanding workforce housing options.
One key initiative to increase housing access is West Virginia’s Build WV Act, which provides tax incentives for housing development in designated areas or ‘districts’. This program is designed to encourage private-sector investment in new housing by offering:

Through this incentive communities can work with developers to create much-needed housing while spurring economic growth.
Data is a foundational component of every successful housing strategy. The New River Gorge Regional Housing Needs Assessment is a deep dive into our local housing market, identifying strengths, gaps, and potential solutions. Conducted in partnership with Bowen National Research, this study engaged over 30 key stakeholders at its initial kick-off event and 67 survey respondents providing a wide range of perspectives—including local government, real estate, property managers, housing organizations, and business leaders.
This research isn’t just about numbers—it’s about people and communities. The findings will help shape future policies and investments, ensuring that housing supports both current residents and new workforce entrants who want to call our region home.
Compelling data helps communities access resources and address complex issues. By leveraging the Housing Needs Assessment data, communities can strengthen their applications for opportunities like Build WV designation, and future housing development projects within Build WV districts.
