RFQ: WOLF CREEK PARK MASTER SITE PLANNING

The New River Gorge Regional Development Authority (NRGRDA) solicits Statements of Qualifications (SOQ) from firms interested in providing master site planning services for residential and mixed-use development at Wolf Creek Park in Fayette County in West Virginia.

The terms and conditions for the master planning services are detailed in this Request for Qualifications (“RFQ”). Copies of the RFQ may be obtained via email to NRGRDA at adavis@nrgrda.org.

All consultants interested in being considered for this project must submit a SOQ detailing qualifications, technical expertise, management and staffing capabilities and related prior experience. SOQ may be submitted by mail, email, or delivered in-person.

The object of the competitive process is to objectively select the firm who will provide the highest quality of service. Accordingly, technical qualifications and experience will be weighed heavily. Selected respondents will be interviewed, and the firm ranked most qualified will be selected to enter into fee negotiations.

REQUEST FOR QUALIFICATIONS

1.0 Introduction and Project Overview

The New River Gorge Regional Development Authority (NRGRDA) in partnership with the Fayette County Commission is leading a planning and development effort focused on the 900+ acre parcel known as Wolf Creek Park located between Oak Hill and Fayetteville in Fayette County, West Virginia.

Wolf Creek Park is nestled in the heart of the New River Gorge region, West Virginia’s outdoor recreation capital. Envisioned as a four-season mixed-use development, Wolf Creek Park has room for residents and employers seeking a close connection to the land and will serve as a model of sustainable development.

Conceptual plans and analysis of the site have been created as part of previous planning efforts – these existing planning documents will be used to inform current efforts. NRGRDA and Fayette County are receiving technical assistance and funding support for this effort through Activating Natural Resources Economies, a program of The Conservation Fund

Disciplines/Services Sought

NRGRDA is seeking multidisciplinary design firms, Planning and Development Consultants to undertake planning and predevelopment activities for Wolf Creek Park, including the development of a master site plan. The site plan shall incorporate a phased development plan for residential and mixed-use development, alongside identification of desirable parcels for recreation access, trail development, and conservation.

The firm selected should have relevant experience in:

  • Landscape Architecture and Community Planning (Primary)
  • Civil Engineering – with a specific background on infrastructure needs for development of mountainous terrain (experience may be sub-contracted within interdisciplinary services above — this project will likely require preliminary design recommendations from Civils, which will be important for the lead consultant to know when estimating fees)
  • Mixed-Use Housing Development and Finance: A successful track record in the design and planning of mixed housing projects, with experience in housing financing, zoning, and integration with community needs. This includes a demonstrated ability to identify public/private partnerships, grants, and other strategies to fund project implementation.
  • Recreation and Trails Planning: Experience designing public parks, recreation areas, trail systems, and multi-modal transit corridors that serve diverse user bases while preserving natural resources.
  • Community Engagement: Experience in facilitating community engagement processes, including stakeholder interviews, public surveys, and asset mapping.
  • Experience with Environmental Feasibility: Experience with environmental feasibility studies and conservation planning is a highly preferred qualification.

2.0 Scope of Work

The selected consultant will develop a comprehensive master site plan for Wolf Creek Park that balances the creation of workforce housing opportunities alongside the preservation and promotion of the property’s recreational and natural assets. The plan will support a sustainable and vibrant community for both residents and visitors. The development of a Master Site Plan will include stakeholder engagement, inventory and mapping of on-site assets, and review of existing planning documentation resources.

Additionally, the consultant will identify actionable development financing strategies to support housing and infrastructure costs, including an analysis of local, state, and federal funding options, as well as public/private partnerships, grants, and other funding tools to incentivize project implementation.

Expected Deliverables and Services

Existing Conditions Analysis

  • The consultant will develop a preliminary report detailing existing site conditions, opportunities, and constraints. The report will include renderings of developable land, infrastructure inventory, environmental issues, etc.
  • The selected consultant should leverage existing conceptual site plans and analysis in the generation of new materials with added detail to watershed protection, flood mapping, preservation of existing amenities, and preservation of important habitats and viewsheds.


Community Engagement and Asset Mapping

  • Selected consultant will lead a process of community engagement that involves stakeholder interviews, public surveying and feedback collection to ensure that the master plan aligns local priorities and needs.
  • Asset mapping will also clearly define existing trails, infrastructure, and natural resources to be preserved alongside planned development. This will produce a comprehensive inventory of the property’s existing assets.


Master Plan Development (Drafts and Final)

  • Consultant will create a comprehensive and cohesive master site plan focused on housing development with the integration of recreational planning and natural resource preservation components.
  • The plan will outline a phased development approach to align with infrastructure analysis and recommendations, along with project financing and feasibility.
  • Master Plan should elaborate on economic opportunities associated with the non-developed portion of the property, including, trails and recreation, dark-sky designation, birding/nature center visitation, etc.
  • The final plan should be delivered in digital format with all included maps being georeferenced AND with at least three printed hard copies provided to the client.


Regulatory Analysis and Report

  • Consultant will identify zoning, permitting, and environmental regulations to ensure the plan aligns with local, state, and federal requirements.
  • Regulatory analysis will also include relevant regulatory recommendations pertaining to infrastructure for the site (water/wastewater, roads, electricity, internet, etc.)


Development Financing Strategy and Guidance

  • The selected firm will identify financing strategies and tools to support infrastructure and housing costs, including an analysis of local, state, and federal resources, as well as public/private partnerships, grants, and other funding strategies for project implementation.
  • Financing strategy will include a Pro-Forma that includes both cost-based projections and ROI modeling that outlines, at minimum, three (3) projections for development plan and construction with at least two (2) of the projections based on a phased approach.

GIS-Compatible Asset Mapping

  • As part of the final deliverables, the consultant will provide GIS-compatible data files that represent all mapped site features, including existing and proposed infrastructure, trail systems, natural resources, and development zones. These files must be delivered in an accessible format (e.g., shapefile, KMZ, or other mutually agreed-upon format) to enable ongoing planning and analysis by NRGRDA and its partners. PDF map documents must be georeferenced.

5.0 Statement of Qualifications Format

Proposals should be limited to 20 numbered pages. Please include a cover letter that identifies a contact person and all call information. The following format is not required but is encouraged to provide consistency between proposals, aiding in evaluation and comparison. If the format is modified, please include the following information at a minimum:

i. Project Approach: Describe your team’s approach to successfully delivering the project. Provide details on how each task will be completed. Include any recommendations for maximizing effectiveness and efficiency.

ii. Relevant Project Experience: Provide a summary of your experience with similar projects, including location and client contact information. Specify the services provided, the office location from which the work was performed, and staff members’ responsibilities. Web links to recent plans and past work, if available, may be included in addition to project summaries.

iii. Project Team: Provide an organizational chart identifying all staff assigned to the project, including any sub-contractors, defining roles, responsibilities, and task assignments of each member for the duration of the project.

iv. Qualifications of Personnel: Provide relevant experience and qualifications of all personnel assigned to the project.

v. Scope of Work: Provide an outline for keeping the project on schedule and within budget. Include projected workloads and staff availability, as well as a projected schedule for completion of significant milestones and the draft and final master plan.

vi. References: Provide contact information for at least three references for clients familiar with your work. 

6.0 Evaluation Criteria

SOQs should address all aspects of the RFQ and clearly express an understanding of the requirements
and qualifications to conduct these services in a thorough and efficient manner. SOQs will be evaluated by a committee appointed by NRGRDA. SOQs will be evaluated on the firm’s ability to meet the requirements of this RFQ. Some evaluation criteria, among other factors, will include:

i. 10 points – Project approach and demonstrated understanding of the goals for the master plan;

ii. 15 points – Creativity and vision for overall project;

iii. 20 points – Familiarity with and understanding the nature and challenges of the region and stakeholders;

iv. 25 points – Qualifications and availability of staff assigned to the project;

v. 25 points – Relevant project experience;

vi. 5 points – References. Candidate firms may be asked to present their proposal to the selection committee appointed by NRGRDA before the final selection is made. Final selection and contracting will be subject to approval by NRGRDA

7.0 Project Schedule

It is anticipated that NRGRDA will make a selection by May 30, 2025. The project duration is anticipated to be 6 months from the contract start date.

8.0 Project Budget

This project is grant funded. The total approximate budget is $125,000.

9.0 Administrative Information

All proposals become the property of NRGRDA upon submission and will only be returned at NRGRDA’s option. Any restrictions on the use of the data contained within must be clearly stated in the SOQ itself.

The cost of preparing, submitting and presenting a SOQ is the sole expense of the consultant/firm. NRGRDA is not liable for any costs prior to the issuance of a signed contract.

NRGRDA reserves the right to reject any and all SOQs, to consider alternatives, to waive irregularities and to re-solicit a RFQ.

NRGRDA reserves the right to cancel the RFQ in part or in its entirety. This solicitation of SOQs in no way obligates NRGRDA to award a contract.

NRGRDA makes no guarantees to any proposing firm until such time NRGRDA approves the negotiated contract. NRGRDA will provide information and assistance in this project where available.
