Request for Statement of Qualifications for WV Licensed Remediation Specialist

Notice is hereby given that New River Gorge Regional Development Authority (NRGRDA) is requesting a Statement of Qualifications (SOQ) for a WV Licensed Remediation Specialist (LRS) to provide professional and technical services necessary to undertake cleanup of the former Rainelle Dump Site, located on Snake Island Road near Rainelle, WV. The selected firm will be responsible for project oversight and assisting NRGRDA with reporting on interim progress and final accomplishments. Full RFQ can be found at nrgrda.org/job-board/

Background

NRGRDA was awarded an EPA Brownfield Cleanup Grant ($500,000 total grant award) that includes funding to conduct environmental site activities, creation of a community involvement plan and administrative record for the Former Rainelle Dump site. The former Rainelle Dump Site has various contaminants across the site, including heavy metals and polycyclic aromatic hydrocarbons. Lead in soil exceeds WV De Minimis standards for industrial use of the property.

Work Scope Summary

NRGRDA will remediate one brownfield site and anticipates holding up to sixteen community meetings, finalizing one Analysis of Brownfield Cleanup Alternatives, and submitting sixteen quarterly reports should the cooperative agreement run to term. A combination of the removal of highly contaminated soils and the capping of lower-impacted contaminated soils at select locations, based on environmental assessment results, will be conducted. Remediation activities will include a risk-based assessment of remaining contaminants to ensure safe future site usage. All remediation activities will be conducted to meet VRP requirements and standards. Preparations for cleanup activities will begin immediately after an LRS has been officially contracted. The selected LRS will be provided with all site assessment documents at the start of this project, expected to begin by late 2024 / early 2025. Project timeframe is 48 months after the start date of October 1, 2024.

The work conducted under this agreement will benefit the residents, business owners, and stakeholders in and near Rainelle, West Virginia.

SOQ Package Submittal Components

The following criteria are required for this SOQ request:

I. LRS and Firm Identification, Certification and Background.

II. Technical Services Experience – site assessment, risk assessment, remedial design and implementation, and related experiences.

III. Knowledge of all Local, State and Federal Applicable Laws and Regulations, including programmatic experience specifically with the WV VRP, and experience on sites with similar contamination challenges as the former Rainelle Dump Site. Include example projects related to these criteria.

IV. Experience related to the U.S. EPA Brownfields Grant Program, specifically on cleanup grant management and direct interaction with EPA Program Managers. Provide example projects and summary of activities performed related to these criteria.

V. References (minimum of 3, no more than 5) that LRS has worked directly with. Provide name, title, contact information (full address, phone, email) and associated project(s) LRS was assigned to. Provide full project details (References will be contacted).

VI. Statement / Documentation of Insurance.

Evaluation Criteria

SOQ packages will be evaluated based upon the following:

  • Specialized experience, technical competence, and qualifications of the firm / LRS related to the WV VRP, EPA Brownfields Program, and projects similar to the former Rainelle Dump Site project
  • Quality and completeness of the package
  • Insurance
  • Experience and knowledge of the firm / LRS with all applicable regulations

NRGRDA will utilize a review process using its Board, staff, and outside expertise to score each package, and develop a list of the highest scoring SOQ packages. From this list, up to three firms will be invited to interview for this project. Please note: While NRGRDA plans to have in-person interviews, the use of a virtual meeting platform may be utilized.

Submission Deadline and Requirements

To be considered prospective firms must submit a SOQ package with a signed cover letter by 5:00 p.m. on October 31, 2024. Each sealed package must include one (1) original SOQ package and two (2) copies. SOQ packages are to be submitted to:

Each sealed envelope containing a SOQ package must be plainly marked on the outside as “SOQ – Former Rainelle Dump Site – EPA Brownfields Cleanup Grant”.
