The New River Gorge Regional Development Authority (NRGRDA) is soliciting qualifications from consulting engineering firms interested in providing professional services for the Appalachian Heights and Crossroads Water Infrastructure Project in Raleigh County, West Virginia. The selected consultant will work closely with the New River Gorge Regional Development Authority, the Raleigh County Commission, Beckley Water Company, and property owners.
Professional services for this project will include, but are not limited to:
Preliminary engineering and final design of water distribution system improvements, including but not limited to main extensions, service connections, pumping facilities, and storage;
Preparation of environmental and permitting documentation in accordance with applicable State and Federal requirements;
Preparation of bidding and contract documents consistent with applicable funding agency guidelines;
Assistance during bidding, including attendance at pre-bid conferences and evaluation of bids received;
Construction administration and periodic inspection services to ensure compliance with approved plans, specifications, and funding agency standards;
Preparation and delivery of final “As-Built” drawings and GIS-compatible data (shapefile, geodatabase, etc.), georeferenced to real-world coordinates and accompanied by comprehensive descriptive metadata.
Procurement of these services shall be conducted in accordance with the West Virginia Code, Chapter 5G, governing the selection and procurement of professional services.
Consultants interested in being considered must submit a proposal detailing:
Firm qualifications and experience with rural water infrastructure projects;
Demonstrated technical expertise in water system design, permitting, and construction oversight;
Management and staffing capabilities; and
Examples of similar water projects completed within the last five (5) years, particularly those funded through Federal or State grant and loan programs.

Attention is directed to the fact that the proposed project may be undertaken through one or more funding sources, including but not limited to the U.S. Department of Housing and Urban Development/Community Development Block Grant (HUD/CDBG), the Appalachian Regional Commission (ARC), the U.S. Economic Development Administration (EDA), the West Virginia Infrastructure and Jobs Development Council (IJDC), the West Virginia Department of Environmental Protection (WV DEP), and/or the State Revolving Loan Fund (SRF).
